Introduction

What is PLI5?

PLI5 is a policy literacy platform that simplifies how government regulations, trends, and technology decisions affect individuals, organisations, and institutions in everyday life.

The name draws from the internet phrase "Explain Like I'm 5" — the idea of making complex topics accessible to anyone, regardless of background. PLI5 applies that same standard to governance.

Its mission is to build technology policy literacy and civic awareness, empowering citizens, organisations, and institutions to understand how policies shape everyday life while encouraging stronger public engagement and more inclusive decision-making.

Audience

Who we serve.

PLI5 is built for anyone affected by technology policy in Nigeria — which, in practice, means everyone.

01 Everyday Citizens Nigerians who want to understand how government decisions around technology affect their daily lives, rights, and opportunities — without needing a legal or technical background.
02 Young Nigerians A generation that is digitally native but largely disconnected from civic life. PLI5 meets them where they are, building a generation that is technically informed and civically aware.
03 Businesses & Entrepreneurs Startups, SMEs, and established businesses that need to understand the regulatory environment — from data protection obligations to sector-specific compliance frameworks.
04 Civil Society & Researchers Organisations and individuals working on governance, advocacy, and public interest research who need reliable, well-contextualised analysis of technology policy developments.
05 Government & Institutions Public institutions that want to communicate policies more effectively and understand how citizens and businesses perceive and engage with regulation.
06 International Partners Organisations supporting digital governance, civic tech, and democratic participation across Africa — funders and collaborators who extend PLI5's reach and credibility.

Theory of Change

How change happens.

The people are not disengaged because they do not care. They are disengaged because the information they need to participate is packaged in ways that exclude them.

01

Citizens understand technology policy

PLI5 translates complex regulatory and legislative frameworks into clear, accessible language anyone can understand — regardless of background or education.

02

They are better equipped to engage

Informed citizens ask better questions, participate in public consultations, and make decisions grounded in accurate understanding of the rules that affect them.

03

Civic engagement increases

As understanding grows, passive audiences become active participants — contributing perspectives, attending forums, and holding decision-makers to account.

04

Institutions become more accountable

When more citizens are watching and engaging, institutions respond. Transparency improves. Communication improves. Policy quality improves.

05

Governance improves. National prosperity follows.

Better governance creates conditions for greater trust, digital inclusion, and national prosperity — a Nigeria where technology policy works for everyone.
